Can a Blind Person Blow Shofar?

This question was posed on the Jewish Daily Forward website. The answer is, "they more or less are allowed to".  I disagree -- a blind person is fully qualified to blow shofar.  Does not Torah prohibit us from placing stumbling blocks before the blind.
